What StegVerse-002 demonstrates
StegVerse-002 is the first clean-slate instantiation of the StegVerse Governed
Tiered Intellect Model as a deployable, running system. It shows that consequence-bearing
AI capability can be staged, admissibility-checked, receipted, and stopped — not as theory,
but as a running GitHub Actions deployment with a chain-linked receipt log.
M12 separates finalization review from finalization execution. M13 then proves a single
finalize-one candidate proposal can be emitted without moving files, deleting originals,
replacing destinations, bulk ingesting, or granting cleanup authority.
Architecture
Stable dispatcher pattern — workflow files only route declared capabilities.
Recovery evidence is wrapped, transition-gated, CGE-checked, regression-guarded,
destination-planned, finalization-reviewed, and candidate-proposed before any future execution lane can be considered.
