Conservation claim
STCM states that admissible state transitions must preserve traceable receipt continuity across authority, evidence, decision, execution, and replay surfaces.
A transition is not legitimate merely because a state changed. A transition becomes publicly admissible only when the movement from prior state to next state can be reconstructed with enough authority, evidence, and receipt continuity to survive replay.
