Minimum Pre-Self-Management Governance Boundary
A governance mechanism must bind the relevant transition before data, evidence, meaning, authority, policy application, or consequential state becomes self-managed or machine-produced.
Finding
Once the governed machine is permitted to select, transform, classify, summarize, route, suppress, discard, preserve, or explain the material from which its own conduct will later be judged, subsequent review cannot establish that the original transition was governed. It can establish only that a machine-produced residue was reviewed.
Governance applied only after machine self-management begins is retrospective observation, not governance.

These fields establish, before execution: what transition is proposed; whose purpose and authority govern it; what source state is being acted upon; which rule applies; what authority the machine does and does not possess; which transformations are admissible or forbidden; what disposition must be returned; and where evidence is preserved independently of the governed machine.
Interoperability finding
In the observed cross-system experiment, the human repeatedly supplied an explicit and reconstructable purpose, source, destination, authority, context, and correction. The machine systems exposed nominal capabilities but did not expose a reconstructable account of acquisition, transport, transformation, policy application, ingestion, refusal, or failure ownership.
The human is the evidenced interoperability layer, while the machine is an intentionally ambiguous decision and boundary-control layer.
The ambiguity is not equally distributed. Where one side of a governed transition is explicit, attributable, and reconstructable and the other is not, ambiguity attaches to the non-reconstructable side.
The machine-side unavailability may be justified by security, provider discretion, system design, or intellectual-property policy. The justification does not alter the structural result: decisive machine state is intentionally unavailable to the human attempting to govern it.
Governance illusion
Governance becomes illusory when the machine is allowed to produce both the consequential state and the evidence later used to justify that state.

A process cannot be called governed merely because it generates logs, explanations, policy labels, or review artifacts after execution. Those outputs are governance evidence only when their required form, preservation location, authority, and admissibility were fixed before the machine obtained self-management authority.
Governing principle
A governance mechanism is real only when it constrains the admissible state transition before the governed system can independently alter the evidence, authority, meaning, or consequence of that transition.
Consequence for governance design
Corrected governance mechanisms must begin at the boundary before machine production or self-management. At minimum, they must prevent the governed machine from holding exclusive control over:
- the original input state;
- the governing purpose and authority;
- the admissible transformation envelope;
- the decision rule applied;
- the disposition evidence; and
- the record used to verify its own compliance.
Without this pre-self-management structure, humans are not governing machine conduct. They are evaluating a machine-selected representation of machine conduct.
